New Laws Give Greater Confidentiality to Victims Who Sue

When the minor victim of one of Austin's most infamous sex offenders wanted to file a lawsuit, along with her parents, against him, there were concerns that their names couldn't be kept out of court records.

Texas had no law granting such confidentiality to minor victims or their parents, even though Travis County judges have not objected to lawyer Geoff Weisbart using pseudonyms in the still-pending case involving convicted child rapist Billy Dan Carroll. Weisbart drafted several new laws and testified before the Legislature, which passed the laws to allow such privacy and enhance the rights of minors who are sexually abused.
